My hon. Friend makes a compelling case. Is part of the problem with the family courts the fact that the Government are not in a position to undertake a rational analysis of what is going on because they do not collect the data on many issues properly? For example, when I wrote to the Department for Constitutional Affairs about the number of people who apply for special guardianship orders, the answer was that the Department did not collect that data. How can the Government examine and take the policy forward if they do not collect the appropriate data about which to make a decision?
