The right hon. Gentleman will understand that I was concerned at the fact that the tightening of the Bill’s scope cut out my new clause. He mentioned the 2002 Act earlier. My new clause related to that Act, so it has been cut out. However, I am not complaining at this stage, because I want the right hon. Gentleman to be able to complete his speech.
