I agree with my hon. Friend about the need to measure the effectiveness of aid. Does he agree, however, that one of the least satisfactory ways of doing that would be to allow the Department to measure the success of its own gifts overseas? Would not it be better if another, independent body were to deal with that—perhaps the Public Accounts Committee?
