As my hon. Friend observes, the Secretary of State is present and heard his comments. The schedule provides a framework for the annual report, but the content of the report is for the Department. I hope that the comments on corruption have been heard. Corruption is widespread in Afghanistan. People there are not used to democracy, and tribal loyalties are strong. That is how a great deal of money is lost. If the Secretary of State can include such an analysis, it would put in perspective the challenges posed by the country to which the aid is going.
