Does my hon. Friend accept that there is something rather insidious, which is characteristic of the Government, in piling in a vast amount of time and attention to targets—for example, public services and so on—and yet to leave the issue on which the focus should be addressed in disarray? We end up by having an enormous amount of spin, huge reports, commissions and everything else. At the same time, there are people in Africa and other countries who are starving to death because the relevant issues are not being dealt with, and the money that is given by charitable organisations, for example, is being diverted.
