I hope that my hon. Friend will address the question of why there appears to be a commitment to no more than a reporting and observation exercise, when in fact what we are dealing with is governance, both within the United Kingdom in respect of our taxpayers’ money, and in continents such as Africa. As the report of the Prime Minister’s own commission noted:"““Without progress in governance, all other reforms will have limited impact.””"
