My hon. Friend is no doubt aware of the Commission for Africa’s report entitled, ““Our Common Interest””. The report gives a detailed analysis of the problem of corruption. Of course, the report was promoted when the Prime Minister was taking an intense interest in the subject. As my hon. Friend says, there is no point in talking about a subject such as corruption—the same is true of the European Union—if it is not properly defined.
