Absolutely, but my amendment would require the Secretary of State to make observations about progress on"““promoting the establishment of a link between the commitment of aid and the reduction of corruption in recipient countries.””" Corruption is a really big problem. The fact that it is rife deters many individuals from making private contributions to overseas projects because they are worried about what will happen to their money. In my experience, the most effective help for overseas countries is often given through such means as direct involvement by individuals on the ground in villages in Africa. Those people thus know that the work that they do, or the money that they give, is going directly to the people who need it, rather than being siphoned off in large parts through corrupt practices.
