When it was introduced, the Chancellor made it clear that it was intended to deal with the particular problem of high council tax bills at that time. It was welcomed and I think that the hon. Gentleman’s own party welcomed it. We have since kept council tax rises very low, especially in Labour-controlled areas and under Labour councils, in comparison with Conservative and, even more, with Liberal Democrat councils, so I am surprised that the hon. Gentleman raised that matter.
