In case that is reported in Hansard, they are not doing so—usually, they want to stay and upgrade. About 25 per cent. of people in my constituency move because they want a bigger place or choose to live somewhere else. We must therefore make it easier for them to re-register, and we should not rely on a canvass officer bumping into them on their doorstep, as that does not usually happen. The chance of their being in when the officer comes round so that they can fill in the form is very small indeed.
