The hon. Gentleman will be aware that there has been considerable consultation with many voluntary organisations that regard clause 1 as materially beneficial to them. Does he agree that in Committee we need to examine in great detail the question that he has raised, in addition to other questions of definition which have been bouncing around the Chamber? As we all agree with what we are trying to achieve, the crucial question is whether a measurable difference will be made to the organisations for which the Bill has primarily been tabled. I hope that the hon. Gentleman feels that we can find consensus on that.
