If that is so, why does paragraph 92 of the Government response to the Constitutional Affairs Committee report say of the scheme:"““If it is successful in delivering a better response for patients…the Department will want those benefits to be available for all NHS patients and will consider extending the scheme.””?"
Was that not meant to imply that the scheme might eventually cover primary care?
