Given that one of the main drivers for reform is the decline in the dependency ratio over forthcoming decades, why did the Government opt for the tax-funded proposal outlined today, rather than an investment-funded one? Was such a proposal considered, and, if so, why was it thought less preferable than the one outlined today?
