The Secretary of State has made it clear that the earnings link will be restored in 2012, subject to affordability and the fiscal position. We understand that that has been agreed with the Treasury. As he will know, the Treasury green book contains a section on projects with uncertain outcomes, which advises Ministers and officials to attach probabilities to each of the likely scenarios. Assuming that he has followed the Treasury guidance, may I ask what probability he has attached to the earnings link not being restored in 2012?
