My Lords, I am told that I am not allowed to speak now, as we have reached the time limit of 20 minutes. We intend to move as quickly as possible to sort out the personal accounts and we shall consult on that. I shall write to my noble friend in more detail. The White Paper allows a period of consultation, which we shall take up to 11 September. In addition to the debates that we will have, I encourage noble Lords to feed into that consultation as well.
