As the noble Baroness correctly points out, businesses are already adapting their practices. However, great concern has been expressed in some parts of the industry that it will have to make changes and that it does not want to incur unnecessary burdens and costs. So we merely seek to facilitate the changes. We are trying to help businesses so that they can adapt and have proper advanced warning of what the regulations will require of them. To lay the draft regulations we have to have the power in Amendment No. 104A; we cannot lay them without it. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
