(e) (except for section 35(2)) any other provision of this Act so far as it—
(i) confers power to make an order or regulations, or
(ii) defines any expression relevant to the exercise of any such power.
Subsections (2)(b) and (3) to (6) have effect subject to paragraph (e).””
The noble Baroness said: Amendment No. 104A commences all provisions in the Bill containing regulation and order-making powers, including any definitions relevant to the exercise of any such powers on Royal Assent. My noble friend Lord Warner wrote to Members of the Committee on 17 May explaining why we have tabled this amendment. It may be appropriate to have a brief discussion on this amendment, and then I shall respond to any questions. I beg to move.
