Health Bill

Proceeding contribution from Earl Howe (Conservative) in the House of Lords on Monday, 22 May 2006. It occurred during Debate on bills and Committee proceeding on Health Bill.
If the amendment were to be accepted, would it not provide an incentive to NHS trusts not to try very hard to meet the standards laid down in the code because they would know that, were they to fail, some money would be winging its way towards them?
