Police and Justice Bill

Proceeding contribution from Diana Johnson (Labour) in the House of Commons on Wednesday, 10 May 2006. It occurred during Debate on bills on Police and Justice Bill.
My understanding is that a person must accept the caution, and that if they are not happy to do so, the case will go through the judicial system. Is that not correct?
