My Lords, as I think I indicated during my speech in the debate on the group starting with Amendment No. 24, we entirely agree with this in principle. We cannot support this amendment because—I can say as a former member of the Delegated Powers and Regulatory Reform Select Committee—this leaves too much to secondary legislation and we need a provision that looks much more like Clause 13. For example, there is a reference to ““individual voter registration”” but there is no obligation to include personal identifiers. Having said that, I entirely support the principle behind the amendment.
