I would go slightly further than my noble friend. I think that not only did no Member of this Committee, apart from the Minister, mention the possibility of age 21, I do not think that that issue was ever raised in the other place when this clause was accepted with cross-party support. I stand to be corrected on that, as I need to read Hansard. It has certainly never been mentioned to me up to this point.
I am grateful to the Minister for what he has undertaken to do. He will realise that, as Members of the Committee have said, this issue has a number of serious dimensions to it which bear close scrutiny. We cannot proceed any further with it now, but without question we will have to return to this matter at a later stage. I beg leave to withdraw the amendment.
