If there is no plan to raise the age to 21 and if the age limit of 18 is the only proposition on which the public will be consulted, then I believe that an amendment such as this should be seriously considered by the Government. If we were to reach the stage of even contemplating restricting the sale of a legal product above the age of 18, we would be justified in calling for primary legislation. To do that by secondary legislation would be a retrograde step. I put that to the Minister for his consideration.
