I cannot resist this, although I probably should. The noble Lord, Lord Stoddart, when he gets in full flow, is rather vulnerable to making sweeping statements. He said that we were the only country that has gone down this path, but that is not so: New York, California and seven other parts of the United States, as well as New Zealand and much of Australia in the next few years are going down exactly the same path.
