The noble Lord said: Schedule 2 is concerned with the powers of entry of authorised enforcement officers, and constitutes a very important part of the Bill. The Bill defines smoking as being of tobacco or any other substance. The purpose of any analysis of a product or substance clearly goes beyond the principal purpose of the Bill: prohibiting any smoking in smoke-free premises, vehicles or places. On an earlier occasion we discussed Shisha pipes, which are relevant to this matter. These particular provisions for seizure and analysis have obvious implications for the enforcement authorities and officers which need serious consideration. The amendment, which stands in my name and is supported by other noble Lords, provides a means of raising the important implications that the provisions have for enforcement authorities and officers, rather than contesting their appropriateness—it goes beyond the principal purpose of the Bill which is stated in its Long Title. That is the back-up, if you like, to the amendment. I beg to move.
