Would the noble Lord accept that publicans already have a responsibility not to allow a disorderly house to be kept? They have a responsibility to ensure that illegal substances are not trafficked on their premises and to ensure that people behave in a way that is acceptable to the other people using their premises. Those are the everyday occurrences of many publicans up and down the country, in particular in many of our cities. The idea that this legislation will suddenly change significantly the burdens on publicans seems slightly fanciful, if I may say so to the noble Lord, because they already have what he would regard as onerous duties if they are to continue to maintain licensed premises and derive their living from that.
