My Lords, the noble Lord has spent a few minutes making an argument that adds up to saying that there is a perception in the City—for want of a better expression—that certain things could happen. There have been many occasions that I remember vividly where there has been a trades union Bill and there has been a perception in the trades union movement that this, that or the other would be the consequence of a Bill and Ministers, the CBI and others represented mainly on the other side of the House have said that if it is a question of perception, then it should be corrected by educating people that the perception is wrong. If the noble Lord is saying that it is not a question of perception, that is different, but if he is saying that it is a question of perception, surely the question becomes: What about changing the perception? Is that not the responsibility of people in Parliament?
