My Lords, the point I was trying to make was that if we can find a way of strengthening this clause, which is clearly what the whole House wants, then we as the Government would seek to bring forward amendments to deal with the situation, either at Third Reading here or in the House of Commons. The seriousness of the situation is not in dispute. The question is whether there are things that could be done to this clause which would make it more effective in dealing with this matter. I am very open to having a meeting, and if people can come forward with suggestions on how to do that then we will listen to them and bring forward appropriate amendments.
