My Lords, that is a gracious offer, but we on this side of the House are the Opposition and the Minister represents the Government. There is a serious problem and there should be a remedy to it. It is not often that one gets a legislative opportunity. Surely it would be a dereliction of duty for the Government not to address the problem by coming forward with their own amendments.
