My Lords, I am grateful to the Minister for that further explanation. Our concern was not that there should not be safeguards but that this was a safeguard that had no value at all because it could be so routinely evaded—indeed, is routinely evaded—by other devices. However, I think that we have got all the juice out of this particular orange and I beg leave to withdraw the amendment.
