I am grateful to the Minister for his reply and for explaining the underlying thinking. He does have a point that in certain circumstances signage can act as a help in enforcing legislation and in communicating effectively with the public. Nevertheless, I come back to the point I made earlier. After a period of time, the public will be familiar with the law. As regards tourists, quite a number of laws in this country are not evidenced by signage, yet we expect visitors to observe them. I am not sure how powerful an argument that really is.
I was encouraged by the Minister’s mention of the expectation that the requirements on signage would be relatively light and that the Government would endeavour to respond sensitively to the concerns raised in the consultation. Those assurances are very welcome. I should like to consider the Minister’s reply in its totality between now and the next stage of the Bill.
