I am most glad of the information as it has cleared up something in my mind. Will the Minister also deal with my point about failure to prevent smoking and the £2,500 fine level? Is that an arrestable offence, or could it be? In that case, would the culprit—or the alleged culprit—be required to give fingerprints and a sample of DNA?
