Health Bill

Proceeding contribution from Lord Warner (Labour) in the House of Lords on Tuesday, 9 May 2006. It occurred during Debate on bills and Committee proceeding on Health Bill.
I meant to say in my opening remarks that the figures I gave are maximum-level fines, and would probably only be used for persistent repeat offenders rather than first offenders. One can never pre-empt the courts, but that is a likely outcome.
