I shall speak to Amendment No. 42 and wish to add only one point to what my noble friend has just said. Can the Minister clarify whether all the levels are comparable to those that apply in Scotland and, if they are not comparable, can he say why not, bearing in mind that he said we were going to try to mirror Scotland wherever that seemed reasonable?
