There is not a lot I can add to what I said earlier. I shall just repeat that road vehicles which are workplaces and enclosed are in exactly the same position as other stationary workplaces. The same principles I enunciated at length apply to them. As I said before, I have to say to noble Lords that enforcement is a subject for debate under Clause 10. I am very happy to give an assurance that I will share the full sum of my knowledge on that topic with the Committee. I shall be happy to debate and discuss it, but it is not a subject for debate while considering Clause 5. As we approach the World Cup, I am also happy to look at the experience in Germany and see whether I can produce a useful response to the noble Lord, Lord Naseby. I shall repeat what I said earlier about the position of the Road Haulage Association. I shall not complete the quotation because noble Lords will be able to read it in Hansard, but the consultation made it clear that the association supports the Government’s position in terms of lorries and agrees that they are enclosed workplaces which are shared by more than one driver. On the regulations, we want to help the Committee as quickly as we can. We will be publishing them as soon as possible—shortly, we hope—and we are in active discussions with stakeholders. It is important to hold those discussions so that the regulations themselves are as well informed as possible when we put them in the public arena. Clause 5 agreed to.
