I have one other question for the Minister. I am most grateful for the explanations he has given, but there is one circumstance which still concerns me to which I have not yet received an answer. I refer to heavy goods vehicles travelling very long distances which may have two drivers—in some cases more than two. One may be driving and the other may be asleep in a separate compartment. What is his position? He may be in a sealed compartment at the back of the driving cab, five hours on, five hours off. Does that have to be a smoke-free vehicle because there is separation, or not?
