I take this opportunity to pay tribute to the Minister for the speed and diligence with which he replies in writing to questions put to him in Committee. What is the position of vessels outside British territorial waters? Are these provisions to apply to all British vessels, wherever they may be? If so, is that not unfair on British shipping lines, as foreign lines to which no such smoking restrictions apply will presumably be exempt while they are outside British territorial waters?
