I say to the noble Lord, Lord Geddes, ““Don’t hold your breath””, but I will try to respond to the points made. This group of amendments relates to the application of smoke-free legislation to vehicles. I begin by giving an overview of the clause and by explaining government Amendment No. 102, before turning to the other amendments in the group, answering questions raised by Members of the Committee as best I can along the way. Several Members of the Committee raised the issue of enforcement. I gently remind them that enforcement is the subject of Clause 10, which is the point in the Bill where we should have a discussion about enforcement. I would like to put several Members of the Committee out of their misery at an early stage on the subject of cycles, tandems, rollerblades and scooters. To the best of my knowledge and belief, they are not vehicles that are enclosed or substantially enclosed. When the noble Lord, Lord Wakeham, is rollerblading, scooting or cycling to his boat, he will be able to smoke on that vehicle and in his private car. He will be able to puff away to his heart’s content on his boat, whichever part of the Channel or other part of the sea he is on. I hope that I can bring him succour on that point.
