Perhaps I may enlighten the noble Lord. It was not from the Office of the Deputy Prime Minister; the Deputy Prime Minister himself—what greater authority can there be?—said on the Floor of the House of Commons that 24,000 people a year die prematurely from inhaling traffic fumes, and he repeated that a few months later in an official document.
