My brief comment will end up in the form of a question really. I raised the question of my boat last time, and the noble Lord, Lord Walton, said that I had nothing to worry about. I would like the Minister to make the situation absolutely clear to me. I go out in my boat regularly. I went out on Sunday morning for the thirty-first time this year, so far. So I am a pretty regular sailor at the weekends. Sometimes I am within 12 miles of the coast and sometimes I am further than 12 miles out. Will I be allowed to smoke my pipe, which I smoke occasionally on these trips? Do I have to put it out when I come within 12 miles? Outside the limit am I allowed to smoke it? If I am outside, who is going to enforce it anyway? As I am the only member of the crew on my boat—the skipper, the crew and everything else—I do not understand how this legislation can possibly work, and I hope that the Minister in response will give us a clear indication of what is intended under the clause. If not, I would certainly want to support the amendments moved by my noble friends.
