In which case I will proceed until somebody asks me to sit down. How on earth can you possibly police this aspect within the Bill? That point was very ably made by my noble friend Lord Howe. If legislation cannot be effectively policed, I believe it makes the law an ass and that downgrades all our legislative authority and process. Therefore, that is a fundamentally important aspect, which is why I support the amendment.
An additional point, which I do not think has so far been mentioned, is that of a company or a hire car which may be a convertible. Would that also fall within the ambit of Clause 5?
