As the noble Lord, Lord Stoddart, said from a sedentary position, it is only occasionally enforced, when police officers are close at hand, and usually at relatively low speeds. It is also slightly easier to detect, unless the car has smoked glass windows, as a number of cars do now. Anyway, that is the question I put to the Minister.
