Once again, the Minister has tried to reassure the Committee by saying that no further restrictions can be imposed unless they are agreed by the affirmative resolution procedure. Indeed, I have tabled a simple Question for Written Answer to clarify the point, and it is slightly surprising that it has not yet been answered. If I interpreted him right, a few moments ago the noble Earl, Lord Howe, said that our conventions are such that in practice we would not be able to exercise our power of veto. I must say that that goes against what I have been told by officials of this House. Can the Minister confirm the point either way?
