Perhaps I may answer the point made by the noble Lord, Lord Stoddart. The paper to which I referred was a piece of scientific investigation which was in no way intended as a declaration by a body concerned with this legislation. It was simply a piece of scientific research, which clearly and statistically demonstrated the crucial damage that could be done by passive smoking.
