Health Bill

Before the Minister replies, perhaps I may inform the noble Lord, Lord Stoddart, that Lord Simon of Glaisdale died on Sunday morning. He was my noble friend in the best possible sense of the phrase because I shared an office with him. Indeed, I took him, at the age of 93, shopping to Oxford Street, which was a fairly ambitious project on his part, and he bought two brand new suits. We discussed the Health Bill and I am sure that had he still be with us he would have taken an active part in this Grand Committee. It is most sad that he passed away on Sunday morning.
