I have no problem with a power in the Bill for Ministers to make regulations to extend the scope of Clause 2. However, like the noble Lord, Lord Naseby, I am troubled by the open-ended nature of the clause. It gives the Secretary of State and the National Assembly considerable authority to expand its scope in almost any way they choose. There is no requirement on them to consult or to publish a White Paper, for example. They can simply go ahead—
