I have no idea what ““close proximity”” means in the context of primary legislation. I have no idea what the definition of ““a child”” is in the context of primary legislation. The noble Lord has to learn to be a little more specific. We are dealing with primary legislation which has got to be enforced, and these vague statements are not the least bit helpful.
