My Lords, I am grateful to the Minister. His response is a half loaf, and perhaps a generous half. For the reasons given by the noble Lord, Lord Sharman, we would prefer to get the correlation and co-ordination done at this stage. But at five past nine I am inclined to take half a loaf off the table and retire happily to the Bench. I beg leave to withdraw the amendment.
