My Lords, I thank noble Lords who have taken part in this debate, in particular my noble friend Lord Judd. The final remarks of the Minister have inched us forward—or pushed us forward a few millimetres. Perhaps my noble friend’s comments can be explained further when the Bill reaches the other end of the Corridor, as they were helpful. Of course, he has not made a commitment. He has said that the Government will consult on the desirability of this matter being part of the revised structure of secondary legislation. At least, I understand that that is the position. If I am right in that, we will think more about what we will say to our friends on our side of the House and in the other place. In the meantime, I beg leave to withdraw the amendment.
Amendment, by leave, withdrawn.
