My Lords, I am grateful to the Minister. As he said, the tune was, as I expected, slightly familiar. I notice that he fell back on the issue of conflicts of interest. That is a fair point but, if that were the case, it would be good if trades unions had to make a similar annual requirement to poll their members, ensuring that there was no conflict of interest on that side either. In the meantime, I beg leave to withdraw the amendment.
