What the noble Lord, Lord Goodhart, said simply underlines the fact that some more thought is required concerning the detail of that clause. It would be useful for us to have a discussion before Report because we are not that far apart in what we are trying to achieve. It is a difficult issue that needs to be resolved. I take the noble Lord’s point; further thought is required on it. With further discussion, I hope we can resolve it before Report.
